Where did you get the shoes/soles?  I plan to cosplay as Vaati, but my mom says she can't make shoes, so I need to buy some.

Ok, do you think you can tell me how you did it?  Maybe if I beg my mom enough, she'll give in and do it for me.

It was very easy, actually; you start with a pair of flip-flops and some craft foam. You use the craft foam to give the sandals the strap over the foot and the straps that go around the leg all the way up to the knee. Mine are crossed at the back because...well, I think they actually are in the character since we don't get any shots of him from behind. The sandal straps close in the back with velcro, use hot glue and metal pins at the bottom of the foot tomake sure the straps stay attached to the sandal and red acrylic paint.

I'm going to make the shoes, and I was wondering if you could tell me if the part that goes on your calf is attached to the bottom of the flip-flop?  I can't tell from the picture.

Yes, the straps are attached to the bottom of the flip-flop, but not underneath it.
The straps would attach to the flip-flop underneath my heel.
